Warhammer: Empire 9th ed 1.0 out now!

Well, it's only taken around 2 years longer than planned, but here it finally is; clocking in at 244 pages it is by far the longest book I've put together (and hopefully will be too!). The book contains the following changes from the Ravening Hordes list:

  • New Special Unit: Sisters of Sigmar
  • New Rare Unit: War Wagon
  • New Special Character: Valten
  • New Special Character: Thyrus Gormann
  • New Special Character: Boris Todbringer
  • New Special Character: Aldebrand Ludenhof
  • New Special Character: Valmir von Raukov
  • New Special Character: Magnus the Pious
  • New Special Character: Elspeth von Draken
  • New Special Character: Theodore Bruckner
  • New Special Character: Jubal Falk
  • Grand Masters require you field at least one unit of Knights.

As well as this release, you will also soon get an update for Knightly Orders just to bring a few things up to par with 9th ed. After this, I will release a small expansion for Steam Tank Variants as well as a few short stories that include them in battle. Later on, I will work on making rules for the Priests of the Old World, such as Taal, Morr, Verena and so on, including background for all the cults in the Empire. As well as this, I plan to make a Colleges of Magic expansion with fleshed out background from WFRP, rules for Arcane Battle Altars from the other colleges, and probably rules for each of the Patriarchs of the different colleges.

8th ed Ravening Hordes version will updated in around 2 weeks.

Where these is a special rule which isn't in the "army special rules" or the bestiary entry, the after the rule name in the bestiary it would be helpful to put a reference as to where to find it.   4. As there is a very comprehensive set of special characters in this, would you consider adding Duke Alberic to Bretonnia?

    2. I don't plan on adding him to the Bretonnia book as he does not have any official model unlike all the special characters in the Empire book, nor has he been featured in any previous army book. I might make some rules for him in an expansion though.

  6. -The State Troops special rule should say 'If an enemy unit declares a charge against a State Troop or Greatsword unit' since it used to be that Greatswords could benefit from the support of State Troops.
    -I think Free Company Militia should be Ld 7. They are defending their homes after all which would keep them from being Leadership 6 or 5.
    -Flagellants should be Leadership 5 as befitting untrained, undisciplined and mad civilians. It won't have much of an effect since Flagellants are unbreakable anyway.
    -The Emperor's Armor worn by Karl Franz and Dawn Armor worn by Kurt Helborg should just grant a 1+ save. Less rolling that way.
    -Arch Lectors should be WS5, I5 A3. They aren't better casters than Warrior Priests so they should be superior fighters.
    -Magnus's 'Power of Sigmar' rule has a grammar error. It should say: 'Magnus the Pious may re-roll failed Armour saves and has the Magic Resistance (2) special rule'.
    -Deathclaw still has the 'Loyal Beast' special rule even though you've removed monster reactions from mounted monsters.
    -Elspeth's Carmine Dragon has an incorrect statline.
    -The Mace of Helsturm still has Always Strikes Last when making its special attack.
    -There should be a rule clarifying that both Karl Franz and Valten cannot wield Ghal Maraz in the same army. Also, wasn't Valten a lord level warrior by the time he was gifted Ghal Maraz and given a horse and full plate armor?
    -If Witch Hunters can wield Crossbows, they should have access to Handguns as well.
    -Grand Masters are missing the ability to be part of certain Knightly Orders.
    -Dwarfs aren't known for using Spears or Halberds. Also, Crossbows and Hanguns shouldn't be mutually exclusive to being armed with Great Weapons when it comes to dwarves.
    -Imperial Ogres should have access to Ogre Pistols. Ogre Pistols are usually only available to elite Ogres but being part of the largest firearm producing nation in the setting should have its perks.
    -On a note unrelated to the Empire, once you make the Dark Elves book, beast trainers should have access to Mancatchers.

    1. Regarding the dwarfs- there are a wealth of older models with spears & Halberds, and they also had access to them back in 4th. As the dwarf army book has lost access to these weapons, I think it would be nice to see them here to make imperial dwarfs a little different.

    2. Hey Roland, your language is quite strong. things SHOULD be this or that. "Maybe have you considered..." or "this could be like this because..." I know where you are coming from, just feel you come on a little strong on what is a volunteer project.

      I disagree with you on the leadership of the free company though - ld7 is for trained troops, other more rabble style people are lower Ld, happy for ld6.

      The old imperial dwarves with their slashed renaissance uniforms carried spears - and shows a much more integrated dwarfish populace. Next we'll put them on ponies and have little knights :-)

    3. - I could add back the State Troops rule to the Greatswords I suppose, though I'm not sure how well that really fits since they are technically not any state troops any more.
      - Well, so do Bretonnian peasants. Free Company are militia, and militia tend to be less disciplined than professional soldiers.
      - I'm with lower their Ld to 5.
      - If they are both 1+ armours they are pretty much just meteoric armours. Dawn armour is from a previous edition, the emperor's armour is newly added, but I don't want Karl Franz to have both a 1+ save and 4+ armour, it's a bit much when mounted on deathclaw.
      - Should they be better casters then? I don't want the Arch Lector to be as good in combat as the general, then there is little reason to ever pick them.

      - There are no Witch Hunter models that wield handguns, but there are several that wield crossbows (like Mordheim).
      - Would it be better to just have generic knights in the Empire book perhaps, and leave all named orders to the expansion? Right now, I chose to include only the Orders that have official models.
      - Imperial Dwarfs who dress in Imperial uniforms would likely use the same weapons as the other Empire troops. The old Marauder Dwarfs had pikes for instance, and there's a lot of renaissance Dwarf models with these weapons.

      - Not sure that's needed, none of the 6th/7th/8th ed models have that.

    4. Hmm, I was thinking how in 8th edition where Greatswords could be the leader of a regimental unit that is supported by other units so giving Greatswords the Regimental unit special rule would allow them to make counter-attacks like sword or spearmen. Perhaps the Regimental Unit rule could be amended so that units with it can support any infantry (including Monstrous Infantry) unit. Give the Regimental unit rule to Imperial Ogres, Dwarves and Halfling units as well and make one of the unique special rules of Flagellants also prevent them from being supported by regimental units.

    6. So, make it that non-humans and Flagellants have a rule that prevents them from being supported by regimental units. Regimental units themselves can support any infantry unit including Greatswords. Though I disagree that only human elements would train in that fashion. While the races do tend to keep to themselves the military forces them to break that rule.

    7. That's how the State Troops rule already work now; state troops can only support other State Troops units.

      In the fluff, Halflings are sent from the Moot to join the army, but there's no mention of them training directly with the Imperials themselves. Likewise, Ogres are travelling mercenaries for the most part, not really having the brain power to remember advanced tactics. The Dwarfs tend to live by themselves in segregated areas, so are also not too likely to train directly with the normal state troops.

    34: Alaric the Mad called Marie
    40: “A Few of the better examples are of superior Dwarf workmanship”. Should be “A few”.
    50: “In the maelstrom of carnage that followed, somehow the two commanders where dragged apart.” Should be “were”.

    Possible error: I was under the impression that you were ignoring Storm of Chaos, but it is referenced several times, both in the history and in Valten’s entry.

    1. Well, particularly Storm of Chaos is now non-cannon when the End Times was released. In the End Times, valten was cheaply Murdered by a Verminlord Deceiver with its throwing weapon as he dueled Archaon.

      Belegar of Zhufbar was the king according to the 8th ed BRB. Burundir seems to only be mentioned in Grudge Bearer?

      About Freya, is that from the Sigmar trilogy? Because the part of her dying from either a White Dwarf or Heraldry of the Empire, which I would rank as more canon.

      About Valten and Storm of Chaos, I noticed I had left in too much of his story for the time period. I will update his entry to only contain the fluff for him as the Champion of Sigmar, before he gets Ghal Maraz and Volkmar is killed. His upgraded versions will be available in my upcoming Storm of Chaos update instead.

      What other mentions of Storm of Chaos did you find that are anachronistic?

    3. Barundin is, of course, in Grudgebearer, and he also appears as the leader of Zhufbar in Total War: Warhammer. However, I was not aware of it being claimed otherwise in the rulebook; so I will admit to being wrong here.
      Freya having died at Blackfire Pass is from Sigmar's Heirs, which was written before the Sigmar Trilogy; so I would consider the latter to be higher canon.
      As for the rest of the Storm of Chaos, many of the provincial descriptions reference a massive war having been recently fought. In most cases these are taken from Sigmar's Heirs, when Storm of Chaos was still canon, so the implication is that that is what they are referencing.

      That said, if you want to keep Freya being dead and the Empire being ravaged by a recent-if nondescript-war; I won't say anything else. It doesn't really influence the rest of the book, and without official levels of canonicity there is no right answer.

    4. Ah, well if he is also called Barundin in TW:W, that's at least two sources against 1. There's also already Belegar Ironhammer, so I'm fine with changing the name to Barundin.

      Could you specify the SoC mentions in the background? I skimmed it a bit but did not find anything obvious.

      About Hisme though, he is male in previous editions of the Empire, he is only ever been mentioned as being female in WFRP, so I've chosen the army books as higher canon in this case.

The firethrower has a profile of R -, S5, Ignores Cover, Flaming Attacks but I've noticed that the only two Fire Throwers in the game (Dwarf Flame Cannons and Chaos Dwarf Magma Cannons) have a different profile, possessing a 12" range and Multiple Wounds (D3) rather than Ignores Cover. I think that the rulebook profile should be identical to the Dwarf/Chaos Dwarf flame throwers. The Skaven Warpfire Thrower, Dragon's Breath (from Cathay) and Siphon (from Araby) would fire as Flame Throwers but with their own, weaker profiles.

    1. When a breath weapon is used at range, it can only deal one hit per model. If it is used in melee against a target with few models it suddenly gains the ability to inflict more hits. Have you considered making it that breath weapons used in melee can never inflict more hits than the number of models in the unit being targeted?

    2. I'd say it's OK that in melee breath weapon can do more damage than there are models. I imagine it's more concentrated breath attack that way.

    3. The Fire Thrower in the BRB is supposed to be a basic fire thrower that all other fire throwers can be modelled after, that's why it does not have a range like the Flame Cannon. It's easier than making it the other way round.

      About Breath weapons (and also stomps and impact hits) this is something I had actually planned to implement. It makes sense that a single model would not get engulfed, trampled on stomped more than once per attack.

    4. Then perhaps make zero range fire throwers an exception where the rulebook first explains how to use a ranged flame thrower, and then lists that a flame thrower with range - places the small end of the template in base contact with the front of the firing model.

  9. I have some suggestions about Hellblaster volley gun:

    *I think maybe the war machine could reload 2 loads of cannons each turn. (If it supposed to increase the points, Im ok).
    *Please Clarify if a Malfunction result is rolled, it could apply with the current artillery dice and the next shot (if it has).

    1. That would not really make sense fluffwise though. With the current rules set, you can instead choose whether or not to fire one artillery dice every turn, or fire all at once. It follows the same principle as the Dwarf Organ gun really.

    One thing I always wondered is, why are warhorses only S3? I'm ok with normal horses being S3, but the ones trained for war should be more dangerous!

    1. Another thing would be swordsmen with medium armor. The old models almost wear full plate!

    2. Well, generally all mounts are S3, that's just the way it has always been. As pretty much all horses in Warhammer are warhorses, it's easier to just keep it at S3 for all of them.

      Do you mean the metal 5th ed models? Because apart from the halberdiers, most of them had very little armour, especially the swordsmen and spearmen. Halberdiers on the other hand are mentioned as sometimes wearing heavier armour in the fluff.

  17. I've been waiting for this ever since I found this project. This makes me so happy.

    There are three things I'd like to ask though:

    1. The fluff you added for Halberdiers say that it is impossible for them to use shields, but in the Empire Order of Battle, you've listed shields as a possible piece of equipment. On 1d4chan, they say that it is useless or even detrimental to put shields on Halberdiers.

    2. I've forgotten, What do veterans, sergeants, duelists, musicians and the like do? I cant remember where to find the info about their use.

    3. The War Wagon, how do they steer the horses? or get them to go, stop, or control the speed for that matter? Vocal commands?

    2. 1. They can't use shields in combat, but they are usable against missiles. The plastic 4th ed models had shields. It's the same for Bretonnia and Stormvermin.

      2. Check the Command Groups chapter in the rulebook :)

      3. "Because magic and reasons". I'm guessing one of the engineers might steer the wagon when needed, but the same principle applies to both the War Altar and Arcane Battle Altars.

    A quick question bout my game today: Plague Monks, Hell Pit Abomination fights Chaos Marauders. Skaven win the combat - Plague Monks have unit-strenght of 32 and Hell Pit Abomination of 5 (if I remember correctly). Marauders have strenght of 35. So do Marauders count as steadfast as having 35 vs 32(PlagueMonks) and 35 vs 5 (HellPit), or Hell Pit and Plague Monks sum up their unit strenght (up to 37) and Marauders lose their steadfast? What's correct?

From the page 51: "Units on the losing side are Steadfast as per the normal rules as long as the combined Unit Strength of all friendly units is higher than that of the combined Unit Strength of all enemy units in the close combat. Note that units that cannot be Steadfast for any reason (such as Skirmishers or Disrupted units) do not contribute to the overall Unit Strength for those units that can be Steadfast."

      In this case, the Marauders would be Steadfast, as the Abomination technically cannot be Steadfast. However, I will change the rule slightly to only disqualify Disrupted units from counting towards the Unit Strength. After all, even if the Monster itself cannot be steadfast, it's presence would surely affect those near it.

    First of all, thank you for all the awesome work you've done! As an Empire player I am very excited about this new Army Book, however I do have a couple of questions about it:

    -The Arch Lector had a 20 pts increase in cost despite not being modified from the Ravening Hordes edition. Why is that?

    -Could it be possible to re-add the option to give the Master Engineer light armor? I understand it's useless most of the times, but a 6+ save is better than no save at all!

    -The Militia Leader has a BS of 4, is this intentional? (it would make sense since they now have access to pistols...)

    -Greatswords lost the State Troops/Regimental Unit special rule, any specific reason for this?

    -Demigryphs only have 1 Wound, are you perhaps planning a rework of Monstrous Cavalry units?

    -I think you forgot the equipment options for the Steam Tank Engineer, in 8th Edition he was armed with a Repeater Pistol in addition to his Hand Weapon and could take a Hochland Long Rifle, he also had BS4...
    Were you perhaps planning on addressing this in the Steam Tank book?

    1. - That seems to be a bug from the Ravening Hordes version, I noticed the 9th ed version had him at 120 pts, whereas 8th ed had him at 100 pts. Will put it put to 100 points.

      - No problem, I notice both the Engineer of mech steed and the new plastic one have a metal cuirass, so that would fit.

      - That's a bug, fixed.

      - This was really because they are not state troops any more, but I will add it back.

  22. Excellent work, Seeing as son many changes have been suggested, I'll save my proof reading to version 1.1. One point, a favourite of mine. The Mechanical steed counted as Barded (being made of metal) in Ravening hordes - partially after my request. Can this be carried over to the full book please. It also used to wind down occasionally, that too has gone. Basically I like to field an empire force modelled on the engineering school and while some of the engineers are at the back tinkering with war machines, it is nice to have some being more offensive, with their wonderful weapons - A metal monster horse helps. It is less good than in 8th, because all horses give impact hits now, so either the points ought to be lower than 8th, or it maybe it could benefit from a rules boost - personally I vote for better :-)

    1. Will add natural armour to the mech steed, so that will take care of it :)

      Right now, there's a problem with limited space for any more special rules like unreliable, and as it's not a "must-have" special rule, I chose to leave it out. Still, I'll see if it might be possible to fit it in somehow.

  23. A bit late to the party this time Mathias, but I'm browsing through the book for the first time now. Amazing as always, but I'll still put up my thoughts for consideration. :-)

    - p.190. Typo on "Ishard Tempest" description.
    - p.225. Typo on Volkmar's name.

    -I'm not quite sold on going back to adding Imperial dwarfs, Halflings and Imperial Ogres (what are they anyway=?) to the official army list tbh... I'm not saying that ther wouldn't be circumstances where they couldn't appear on the battlefield alongside an imperial army, but I'd view such an occurence as being so rare that the rules for allies would morethan adequately cover such events... It somewhat undermines the idea of the professional state army in my view. This is purely a personal opinion though.

    -Could the Imperial Dragon just be removed? Yes, I know it has always featured in the Empire Books, but never in the fluff nor as a model. It also undermines the whole Karl Franz on Deathclaw bond idea etc... Besides, the army now has Elspeth to ride a Dragon and she has a model...

    - I think it's cool that you uncluded Sisters of Sigmar, but due to the nature of models people will have (a Mordheim Warband), wouldn't it make a bit more sense to consider them more along the lines of Free Company Fighters? Perhaps change their weapon rule to grant a little more strength instead of attacks due to the amount of 2 Hammers, Flails etc? If I recall correcly, some of the models could also qualify for Medium armour with ease... Perhaps a Sister Superior could grant Magical Resistance? I'm also thinking potential Ambushers tbh....

    -Thedore Bruckner's Amulet: Wow, that's a bit harsh on your enemy... D6 automatic wounds with no armour or Regan save for the model that kills him in close combat? and he's mounted so that he is very hard to avoid... Personally I don't like such rules in general, but this was extremely harsh... Even if he doesn't die, just the implication of having that threat to constantly consider is worth A LOT of points imo...

    -Regarding Heroes btw, isn't ther an Empire Greatsword Sargeant featured in some trilogy or something that could be a cool Hero add-on?


    These are my initial thoughts at least. I'm sure there will be more as I immerse myself deeper into the book. Great work as always Mathias. :-)

    1. - Will fix the spelling issues.
      - According to Sigmar's Heirs, both halflings and Dwarfs are actually fairly common in the Empire, and form their own units in the Imperial army. The Dwarfs are expats, Ogre mercenaries are sometimes "adopted" into regiments, and the Moot have a deal with the Empire to send allied contingents of archers to serve in the army. Furthermore, there are official models for all these units, in landsknecht clothing et all.

      - I get what you mean, but some people have made conversions for it and it's been official for a really long time.

      - Well, you could technically already use them like that, but if you are someone with a lot of models, you might want to outfit them with great weapons. Only the Sister Superior have could qualify as medium armour, the normal troops have light armour at best. You already have magic resistance from the witch hunters though, these gals are really just angry skirmishers :)

      - He's currently using the official Tamurkhan rules, but yeah, I agree it's a bit too much. I'll nerf it to D3 wounds.

      - No idea, I have read very few Black Library books in general. But special characters in the army books are intended to be for official characters (preferably with models) only.

    2. Why are Sisters of Sigmar skirmishers though? From what I can tell skirmishers are lightly armoured missile troops that harry the enemy from afar.

      The Mordheim wiki states that they lack ranged weapons and are primarily a straightforward warband that utilizes simple tactics due to their limited mobility which is compensated by their melee prowess and their heavy armor.

      This is reflected by the wargear you gave them, they have no missiles whatsoever.

    3. This is mainly for two reasons; as they fight in a Warband of skirmishers in mordheim, this brings this mechanic into WFB, and if they are a ranked unit, there is little difference between them and free company fighters/swordsmen.

      There are other skirmishers that fight in close combat though, like wardancers, dragon monks, corsairs, berserkers, multiple Albion units and DoW duellists.

      That said, I could make Skirmish an option for them instead if you want, so people can choose how they want to play them.

    4. Why not give them light armor by default?

      On the topic of Sisters, whilst thinking of a reply to this I came up with the idea that you could make Templar Armies for the various gods of the Empire or the Old World in general.

      You may have Knightly Orders dedicated to various gods, but surely rich and heavily armored horse riding noble men can be the only religious warriors the Gods have?

      You have the Cult of Ulric as a separate army, why not the other cults then?

    5. Most of the models have very little in terms of armour, hence it's optional instead.

      Cult of Ulric is the biggest and most militaristic of all the Orders and have the most background, it would be much harder to make an army of the other cults. You will get rules for the other Gods' priests though in an upcoming expansion.

  24. Hey, Hi!
    Quick question on Rule Book:
    on p78 it is said, that I can not sum up Battle Standards, so I always add only +1, If I have one, two or else..., but in Close Combat section in Combat Reaults it is said, that Banners cumulate with each other. So am I get something wrong or there is a typo somewhere?
